EDIT: Just gonna add more description here, for my own convenience.
Three-pixel Pen Tool-lineart directly on top of a pencil sketch, then used Magic Wand -> Paint Bucketed base colours to differentiate clothes/fur/hair by different layer. Gradients used on top to shade, using circular gradient for the breasts, and linear gradient for everything else.
